You can't judge a lithium batteries state of health by voltage.

Agm/lead acid
14.2 when charging
13.2 when charger is on float
12.8 after sitting with no load off charger for 24hrs

Anything above 12.1 and you are above the 50% discharged threshold. The farther below, or, the number of times below that number will decrease your battery life.
