It's simpler than all that "official stuff". Recommend you talk to someone who's actually done it. It sounded like a ton of trouble to me before I talked to someone who's done it several times. Coming this way, it's a piece of cake. Buddy says his border crossing with an imported bike takes about 20 minutes at the border.

Especially with so many low mile examples on the market for around $12-$14k.
There was a 23 at BMW San Diego with lots of extras, very low miles. It was gone by the time I called. Damn.
Searching for roads paved with Asphalt, unless I am riding the mighty DR650 bushpig.
